Algorand's Smart ASA v2 moves a token's freeze to a place its holder cannot clear

ARC-20 puts an Algorand token's rules in a smart contract. Its v2.0.0 reference implementation, out October 23, keeps account freezes in boxes the contract owns, cutting a holder's locked balance to 0.1 ALGO. The release says the code is unaudited and not upgradable.
