Algorand Foundation Names Bruno Martins CTO as Post-Quantum Upgrade Heads to Mainnet

Five Days in March That Settled the CTO Question
In five days in March, the Algorand Foundation1 resolved a question that had hung over the network for most of a year: who would own its technical roadmap. On March 19, the Foundation and Algorand Technologies — the company founded by protocol creator Silvio Micali to build and maintain the chain's core software — announced a 'strategic agreement' folding Technologies' intellectual property and protocol development into the Foundation. Five days later, the Foundation named its chief architect, Bruno Martins, Chief Technology Officer.
The promotion made permanent a job Martins had already performed twice on an interim basis. The Foundation's announcement2 said he had 'stepped into the acting CTO role twice during critical moments' — the first stretch covering the months between John Woods's May 2025 departure and the September appointment of Nikolaos Bougalis, the former Ripple engineer who led the open-source XRP Ledger for nearly a decade; the second began March 1, 2026, when the Foundation said Martins would 'step back in as Acting CTO' after Bougalis left ('While I am no longer at the Algorand Foundation,' Bougalis wrote on X that day, 'let me just say that the Algorand protocol is fantastic.'). Before Algorand, Martins worked at IOHK, the company behind Cardano, and at Consensys, where he led blockchain integration for enterprise clients; the Foundation cites applied cryptography and key management systems as his core strengths.
One Steward for the Protocol
The promotion came with a bigger, more concentrated organization to run. The March 19 agreement3 completed the Foundation's shift to a unified US-based structure: headquarters relocated to Delaware, a new board appointed, and Algorand Technologies' protocol development, support activities, social media handles and marketing assets consolidated under Foundation control, backed by a commitment of at least $15 million1 for the 'technical maintenance, enhancement, and support of the Algorand Protocol2.' Because the network is permissionless, the announcement stressed that proposed improvements still require approval from a vast majority of consensus participants — the deal consolidates development and direction, not control over the ledger itself.
Micali framed the handover in terms of the network's founding promise, arguing that 'having unified operations under Algorand Foundation leadership will greatly help Algorand to deliver on the promise of blockchain.' CEO Staci Warden called it 'our strategy to create a unified powerhouse for blockchain innovation here in the United States.'
Days later the technical bench grew. Five Algorand Technologies staff joined the Foundation, led by Chris Peikert as Chief Scientific Officer — previously the company's Head of Cryptography, an IACR Fellow and University of Michigan professor who led Algorand's post-quantum security implementations — and John Jannotti as Senior Vice President of Protocol Engineering, joined by principal protocol engineer Pavel Zbitskiy, a second principal engineer, and John Lee as Director of Protocol Infrastructure.
The concentration is worth naming plainly. One entity now develops the protocol, owns the intellectual property and runs ecosystem marketing — and is itself one of the network's largest stakers. That is the tradeoff of the unification: faster, more coherent execution under a single steward, in exchange for the structural separation that previously kept the builder and the Foundation at arm's length.
Product and Integrations Reorganized
The CTO appointment was one of three promotions announced on March 24 — the Foundation's first major leadership restructuring since the unification. The other two reshaped how product, engineering, and developer-facing work relate to each other.

The AI-agent language is deliberate. The Foundation framed the entire reorg as positioning for 'the intersection of two forces reshaping global finance: the growing demand for programmable, permissionless financial infrastructure, and the emergence of autonomous agents as on-chain participants' — the same bet that underlies the x402 machine-payments push the Foundation has driven through 2026, teaching developers to let software agents pay for API calls per request.
A Post-Quantum Mandate, Checkpoint 2027
The mandate that defines Martins's tenure is post-quantum security. On June 18, in a roadmap post he authored4, the Foundation committed to broad quantum resilience by the end of 2027, with the first milestones in Q3 2026. The threat is concrete: a quantum computer powerful enough to run Shor's algorithm could break the elliptic-curve math that secures nearly every blockchain, and researchers warn of 'harvest now, decrypt later' — hostile actors recording signed data today to crack it decades from now.
Algorand's preparation began in 2022 with State Proofs signed using Falcon, a lattice-based signature scheme standardized by NIST at its highest security level. These compact, quantum-resistant snapshots of the ledger, produced every 2563 rounds, have generated more than 140,0004 transactions on mainnet, per the Foundation. The roadmap's centerpiece is native Falcon-1024 accounts: previously, a post-quantum account had to be assembled by attaching custom verification logic to the account; the new scheme makes it first-class in the ledger, supported by SDKs, AlgoKit and Pera Wallet, and derivable from the familiar 255-word mnemonic. Around it sit hybrid accounts combining classical and Falcon keys, multi-signature accounts that mix schemes, a smaller Falcon-512 variant, and — for the network layer — research into a post-quantum verifiable random function and new consensus voting options. The Foundation plans to begin migrating its own treasury to post-quantum accounts later this year and to let stakers participate from them.
'Post-quantum security cannot be retrofitted after Q-Day,' Martins said — Q-Day being the point at which a quantum computer could break the cryptography protecting cryptocurrencies. 'Every institution tokenizing or staking, every developer building, and every user transacting on Algorand needs to know their assets will remain secure should the quantum threat materialize.' Peikert was blunter about the clock: 'Migrating a live protocol takes years, and the probability of a quantum attack on legacy cryptography grows meaningfully as the end of this decade approaches.'
The roadmap drew external attention, though the market effect was short-lived. The Foundation's own March report noted that a Google Quantum AI paper cited Algorand 32 times — more than any other blockchain except Bitcoin and Ethereum, by the Foundation's count — and outlets including Decrypt reported that ALGO surged more than 40%6 in April on the citation before giving much of it back as enthusiasm faded. Both figures are self-reported or third-party claims; the Foundation publishes no independent audit of its security posture.
The First Deliverable Lands This Week
The 2027 checkpoint's first concrete deliverable arrives now. Go-Algorand v5.0.057, released August 12, reached the 90%8 node-support threshold required for activation on August 15 — a supermajority measured by operator adoption, not a Foundation ballot — and after a mandatory 208,0009-round (about seven-day) cooldown it activates on mainnet around August 22. The upgrade makes Falcon-1024 accounts native, and pairs them with a usage-based fee model: transactions that consume more block space or computation pay more, with the base fee unchanged at 0.00110 ALGO, so a routine payment costs what it always did while a Falcon-authorized transaction — whose signature and key occupy far more space — carries a surcharge. The same resource-based pricing enabled a doubled smart-contract size cap, cross-application box storage, and the poseidon2 hashing opcode for zero-knowledge-proof development.
What remains classical deserves equal billing: the consensus machinery itself — the keys that propose, vote on and certify blocks — still runs on Ed25519 signatures, the post-quantum VRF paper is not due until early 2027, and hardware wallets are not Falcon-capable at this release. The Foundation states plainly that no system is ever completely future-proof.
What the Foundation's Own Numbers Show
The reorg happened against a backdrop the Foundation documents in its own monthly Algo Insights reports — self-published, unaudited figures that should be read as the team's account of its network.

The reorganization also landed in a consequential month: the SEC's March 17 guidance classified ALGO as a digital commodity in footnote 5116, staking went live on Revolut, and Swiss bank Post Finance made ALGO available to its 2.5 million17 customers — all per the Foundation's March report. The mixed picture resolves to: usage and builder activity are real, capital depth is not. USDC transacted volume reached about $751 million18 in June — more than 15 times the network's stablecoin market cap, per the June report — a sign that the stablecoin supply which exists is being used intensely. Leadership shuffles at blockchain foundations rarely move markets directly, but they signal priorities: Martins is now the public face of the chain's quantum bet, Beaumont of its product layer, Whippo of its AI-agent push. Whether the restructuring produces faster protocol development or amounts to organizational housekeeping is a question the next few quarters will answer.
