Algorand's new CEO inherits a 2027 quantum deadline and an undisclosed K3 Labs role

A handover announced nine days after it took effect

William Herkelrath started as chief executive of the Algorand Foundation¹ on Aug. 31. The Foundation announced the appointment on Sept. 9, nine days later, ending nearly five years of Staci Warden at the top — and its own team page² dates his arrival to September 2026, the month the public was told rather than the month CoinDesk³ and PANews both report he took the job. CoinDesk reported the appointment first; the Foundation's own release⁴ followed the same morning.

The Foundation is the Delaware corporation, Algorand Foundation US, Inc.⁵, that funds protocol engineering, pays ecosystem grants and runs institutional outreach. It does not control the chain. When it absorbed Algorand Technologies' protocol development and intellectual property in March and committed at least $15 million⁶⁷ to sustaining them, both parties restated that proposed protocol improvements remain subject to approval by the vast majority of consensus participants. Algorand reaches finality in a single block under Pure Proof-of-Stake⁸, where validators are selected in proportion to stake — so an upgrade reaches users only when enough node operators choose to run it. A chief executive here sets strategy, hires, spends and lobbies. The protocol moves on the validators' schedule, not his.

Herkelrath's stated reason for taking the job is specific: 'I joined Algorand because they are a leader in decentralized post-quantum cryptography. With both AI and quantum threats on the horizon, Algorand has a unique opportunity to become a trusted partner in bringing verifiable and trusted security to a wide variety of institutions as they roll out the next generation of digital assets and cybersecurity infrastructure.'

The agenda he inherits

Two programs sit inside that remit, and both carry dates. The first is post-quantum security — post-quantum cryptography being signing and encryption math designed to stay secure against a future quantum computer, which could break the elliptic-curve signatures protecting crypto accounts today. The exposure is often called harvest now, decrypt later: a signature recorded on a public ledger now could be cracked years from now.

On June 18 the Foundation published a roadmap⁹ committing it to broad quantum resilience by the end of 2027, ahead of NIST's deprecation of legacy RSA key sizes and three years ahead of the NSA's target for national security systems, as the release frames it. The plan covers every layer of the protocol, from wallets and developer tooling to consensus. Its first milestone has already landed: protocol v5.0.0¹⁰¹¹ made Falcon-1024 accounts a native account type in August, and Pera Wallet¹² shipped account creation for them. Falcon-1024 is a scheme NIST standardized at its highest security level, and its signatures are far larger than the Ed25519 signatures a standard Algorand account signs with — which is why v5.0.0¹³ paired native post-quantum accounts with the first phase of resource-based pricing, charging a transaction according to the resources it consumes rather than a flat rate. Pera's announcement said a counter on its Explorer read 1.19 million quantum-resilient transactions at the time.

The harder half of the roadmap is still ahead, and the Foundation's release is explicit that it is a plan rather than a result: it carries a forward-looking-statements disclaimer stating that actual results, timing and scope may differ. Post-quantum multisignatures and the migration of the Foundation's own treasury are due later this year; staking from post-quantum accounts, a post-quantum verifiable random function for consensus, cryptographic agility and hybrid accounts secured by any combination of keys run through 2027. Two of the people who will deliver it supplied the release's technical framing. Bruno Martins, the chief technology officer, said: 'Post-quantum security cannot be retrofitted after Q-Day.' Chris Peikert, the chief scientific officer who joined from Algorand Technologies in March, said: 'Migrating a live protocol takes years, and the probability of a quantum attack on legacy cryptography grows meaningfully as the end of this decade approaches.' The work predates the roadmap — Algorand deployed State Proofs signed with Falcon in 2022 — and the Foundation noted that a Google Quantum AI paper cited the network more than 30 times¹⁴ as a key innovator.

An agent-payments contest with real but small numbers

The second program is for builders. The Global x402 Challenge¹⁵ asks developers to turn an API endpoint into a pay-per-request service on Algorand mainnet and compete on real usage for $100,000¹⁶ plus 500,000¹⁷ ALGO: the top five share the dollar pool, the ALGO is split across the top 20¹⁸ leaderboard endpoints, and ten finalists present live at Devcon 8 in India. x402¹⁹ revives the long-dormant HTTP 402 'Payment Required' status code so a server can quote a price and a client — including an AI agent — can settle it over blockchain rails in a second request carrying proof of payment. The Foundation's submission guide²⁰ sets the finish line at an endpoint that has settled at least one real mainnet payment through the GoPlausible facilitator, returned the paid response, landed USDC in the developer's payTo address and appeared in the Bazaar catalog under the x402-global-challenge tag.

The contest's official rules²¹ state that legal or regulatory feasibility is not part of the judging criteria — a carve-out worth noting for an organization whose incoming chief executive is pitching institutional trust, and one that sits beside the Foundation's own agent-control work: AC2²², an open-source protocol released in August that lets AI agents request cryptographically verified approval for actions without gaining access to a user's private keys.

Does the résumé fit the job?

The strongest alignment is the one the announcement led with. K3 Labs, which Herkelrath co-founded in 2023, sells no-code AI-agent orchestration, an MCP server that lets tools including Claude, ChatGPT, Cursor and Windsurf read data and execute transactions, and built-in wallet management with multi-signature support and transaction simulation across 50²³-plus networks. That is the product category the x402 challenge and AC2 are trying to seed, and it is the reason his appointment reads as deliberate rather than incidental: the Foundation is running a contest about machines paying for services, and it has hired someone who spent three years building the tooling for exactly that.

The institutional half of the fit is older but coherent. Curv sold digital-asset custody, which is the infrastructure an institution touches first when it tokenizes anything, and Chainlink sells oracle and data infrastructure into banks and enterprises. Both map onto the Foundation's stated ambitions in global payments and asset tokenization. What the record does not show is protocol or governance experience: the roles named publicly are revenue, sales and business development. That is a mismatch only if the job is technical. It is not. The Foundation's technical bench is separately deep — Peikert as chief scientific officer, John Jannotti as SVP of protocol engineering and Martins as CTO, all in place before the succession — so the CEO's levers are commercial partnerships, spending discipline and institutional sales.

A résumé that resists a clean number

The Foundation's two public descriptions of its new chief executive do not agree with each other, and neither is fully supported by the record.

The three companies he is publicly identified with — Curv, Chainlink and K3 Labs²⁹ — account for roughly six years of visible employment. A November 2019 conference listing already described him as Curv's chief revenue officer, and PayPal agreed to acquire Curv³⁰ on March 8, 2021, in a deal CNBC³¹ reported at less than $200 million. At Chainlink, even the title moves: the Foundation's team page calls him Managing Director of the Enterprise Division, a 2024 industry interview³² described him as Enterprise Business Development Lead, a 2022 SmartCon agenda listed Head of Business Development, and a 2023 Chainlink Today piece used Managing Director of Business Development.

The claim of executive roles at three startups acquired by Fortune 500³³ firms is only partly checkable. Curv's sale to PayPal is the one verified exit. Two earlier employers surface without dates or titles that can be pinned down: AlphaPoint, where a 2018 Silicon Valley Future Forum agenda³⁴ listed him as senior vice president of sales, and C8 Technologies, a London direct-indexing platform where an indexed LinkedIn post announced a Herkelrath joining as key account manager for North America and a contact database lists him as a commercial adviser. C8's own US hiring announcements in January³⁵ and November 2022³⁶ name other people and do not mention him, and no archived C8 team page exists to settle it. His reported pivot into blockchain in 2017 is directionally supported — the AlphaPoint role is a blockchain one — but the pre-2017 chapter of the résumé is not verifiable from the public record available. That is not proof it did not happen; it is evidence that the Foundation's own numbers do not yet have public support.

The overlap the announcement does not mention

K3 Labs sells agent tooling that overlaps directly with the Foundation's own push, and a search of the company's front-end code for the word Algorand returned no matches across the twelve scripts loaded on its homepage. Its platform offers a no-code builder for AI agent workflows; an MCP server — MCP is an open standard that gives an AI model tools to reach external systems — that lets tools including Claude, ChatGPT, Cursor and Windsurf read data and execute transactions; wallet management with multi-signature support, gas optimization and transaction simulation; and access to 50³⁷-plus blockchain networks through one interface, alongside more than 400³⁸ pre-built integrations. Its published terms identify the operator as K3 Labs, Inc., a Delaware corporation, while the site's own footer credits K3-Labs Ltd.

K3's scale is modest, and that is not the point: its GitHub organization³⁹ shows nine public repositories and one star across the whole organization, with the newest push dated May 2025; its Telegram community counts 236 members; and its disclosed funding is a $1.5 million pre-seed — Crunchbase⁴⁰ dates the round to June 2023, while CoinCarp⁴¹ records it as completed in June 2024. The company's domain was registered on Aug. 1, 2023. Nothing in the record shows K3 Labs as a Foundation vendor, so this is not a procurement question. It is a disclosure question, and a live one: the most recent public profile found, Tracxn's from Feb. 11, 2026⁴², still listed him as K3 Labs' chief executive, and his own author bio elsewhere described him the same way. Neither company has said who leads K3 now, whether he retains equity or a board role, or how any continuing interest is managed while he runs an organization promoting agentic commerce in a market K3 competes in. The Foundation did not raise the question in its announcement, and no post-Sept. 9 statement from either company was found.

A thinner board, and the two directors it lost

The succession came with a board reshuffle. The board page⁴³ fetched on Sept. 9 lists four directors.

In January the Foundation announced its return to a US headquarters in Delaware and a newly constituted board⁴⁴ whose immediate mandate was to oversee expanded US operations and guide initiatives in global payments and asset tokenization. The release⁴⁵ said the new directors would keep the Foundation 'at the forefront of innovation while maintaining the highest standards of regulatory compliance and operational excellence.' Rettig and Mosier were the two directors who embodied that half of the mandate. Rettig is chief operating officer and chief legal officer at Jito Labs, was appointed to that role⁴⁶ effective Jan. 20, 2025 as the company's first chief legal officer, sits on the New York Department of Financial Services' Virtual Currency Advisory Group and the DeFi Education Fund board, and has been of counsel at Arktouros. Mosier co-founded Arktouros⁴⁷, a legal boutique of former federal prosecutors and regulators, and served as Acting and Deputy Director of FinCEN, the US financial-crimes unit, after working as technical blockchain counsel at Chainalysis.

Fowler's expertise runs elsewhere. He is chief strategy officer at Nexus Laboratories⁴⁸, which builds a zero-knowledge virtual machine — a system for proving a computation ran correctly without the verifier repeating it — and raised a $25 million Series A⁴⁹⁵⁰ co-led by Pantera Capital and Lightspeed Venture Partners in June 2024. Before that he co-founded Blockstream and served as its SVP of business affairs, and was chief privacy officer at Mozilla. A Wayback snapshot of the board page from May 14 still listed Mosier and Rettig alongside Barhydt, Holmes and Warden. Neither departure has an explanation in the September release or on the current page, and neither director has commented publicly where we could find it. The result is a four-person board whose center of gravity has shifted from regulatory and DeFi-legal depth toward payments execution and cryptography — which fits a chief executive whose stated priority is institutional security, but leaves the bench the January mandate described thinner than the announcement implied.

Warden's five years, and an exit the Foundation has not explained

Warden became CEO on Feb. 10, 2022, succeeding Sean Lee⁵¹ after his 18⁵² months in the role, and had sat on the Foundation's board since September 2021. She arrived from the Milken Institute, where she ran its Global Market Development practice, after eight years at JPMorgan covering public-sector work in Europe, the Middle East and Africa and sovereign debt capital markets in New York, with earlier stints at Nasdaq and the US Treasury, per Blockworks⁵³.

The tenure produced a coherent list of institutional moves. Staking rewards went live in January 2025⁵⁴ after a consensus upgrade, with block rewards paid in real time to validators. She hired Jennie Levin as Chief Legal and Operations Officer⁵⁵ in May 2025 to build a legal and policy voice in Washington. The January decision to re-establish the Foundation in the United States and rebuild the board was hers to announce — 'By re-establishing our presence in the U.S., Algorand is helping ensure U.S. leadership for the next generation of financial infrastructure,' she said at the time, per CoinDesk⁵⁶ — as was, two months later, the agreement that folded Algorand Technologies' protocol work and IP into the Foundation and brought five team members across, including Peikert as chief scientific officer. The CTO promotion⁵⁷ and the engineering hires⁵⁸ that followed in March were part of the same consolidation, as was the post-quantum roadmap in June. Her tenure also spanned the March restructuring described below.

How the exit is characterized is simpler than why it happened. The Foundation says she is 'stepping down after nearly five years leading Algorand,' in the release's words, and the only statement from her we could find is the one carried in that release: 'Leading the Algorand Foundation has been one of the great privileges of my career. Together with its ecosystem entrepreneurs, the Algorand Foundation has proven the case for what a public blockchain can do for real-world finance, and I could not be prouder of what we have accomplished. William brings the vision and experience to lead Algorand through its next chapter, and I am excited for him and the team to carry that work forward.'

The unexplained part is her board seat. In January the Foundation said Warden 'will continue serving on the board' after handing over the CEO role; the board page on Sept. 9 does not list her, and nothing in the September announcement addresses the difference. A search of her public activity turned up no post or interview about the departure. Community discussion has filled the gap without verifying anything: a Reddit thread in October 2025 circulated what it described as a leaked direct message from Warden saying she and the board planned to step down, a screenshot that has not been corroborated and that she has not commented on. The page history shows how recently the transition became visible — a Wayback snapshot from Aug. 25 still carried her as CEO — while the live team page now lists Herkelrath in the job.

The budget the new CEO is spending

He inherits both programs with a leaner organization. On March 18 the Foundation cut 25% of its staff⁵⁹⁶⁰, citing the global macro environment and a broader downturn in crypto markets — a reduction that ETHNews⁶¹ reported as roughly 40 to 50 positions from a base of fewer than 200 people. The CTO role was in flux at the same moment: Coinpedia⁶² reported the sitting CTO had stepped down after a short tenure with no replacement confirmed, and the Foundation named Martins to the job⁵⁷ six days later.

Its Q2 2026 transparency report⁶³, which the Foundation notes is provided for transparency and does not constitute audited financial statements, puts the quarter's position this way:

The balance is the number that constrains everything else. ALGO traded near $0.10 on Sept. 9, with a market capitalization around $909 million, so a treasury denominated in ALGO buys less Foundation work when the token falls — the same arithmetic that made the March restructuring necessary. Herkelrath's levers are therefore commercial: institutional partnerships, ecosystem spending he can direct, and a rewards program whose 20 million⁶⁸ ALGO quarterly outflow he does not control.

What gets tested next

The parts of this story with dates attached are the two programs above, not the personnel moves. The Q3 2026 post-quantum milestone that the June roadmap put first is the one item already delivered; the multisignature work and the migration of the Foundation's own treasury fall due later this year, and the consensus-layer research runs into 2027. The x402 leaderboard is scored on volume measured over unannounced windows in October, before the ten finalists present at Devcon 8. Those are the two places where a chief executive who says Algorand's advantage is verifiable security and agent-ready payments will be measured on something other than a press release. A Delaware filing or a K3 Labs announcement, meanwhile, is where the still-open questions about who runs his former company would most likely surface first.
